Justification of the NMCK for security services

From May 9, 2021, the initial maximum contract price (NMCK) for security services must be calculated by order Rosgvardia No. 45. As a rule, security services are purchased immediately for a year or several years. Therefore, the question of how to correctly calculate the NMCK for security services has become very relevant right now.

Types of protection

The order provides two options for calculating the NMCK for different types of protection:

• Private security activities
• State protection (for objects to which private security activities do not apply in accordance with PP No. 587)

Private security is divided into several types, for each of which there is a mandatory KTRU code:

• Setting up a guard post — 80.10.12.000-00000001
• Security (technical) monitoring — 80.10.12.000-00000004
• Patrolling — 80.10.12.000-00000011

Calculation of the NMCK for the purchase of private security

Let's analyze the components of this formula.

n — this is the number of required security posts under the contract. By default, one employee per shift works at one security post. If there is more than one employee in a shift, then the calculation is made for each employee separately. The duration of the operating mode of the guard post is from 3 to 24 hours.

i — number of the security post under the contract.

Si — direct costs. This is the total cost of an hour of work of a guard at the post in rubles. We calculate by the formula:

Si = (BZP + Dn + Dvp + Drk + RO + SV) * U, where:

BZP — base salary per hour. It is necessary to divide the minimum wage by the average monthly number of working hours (SNR). SNR is determined by the production calendar based on a 40-hour work week. For 2022, it turns out: 1973/12 = 164.42 hours.

Dn — surcharge for work at night (only if the post works at night). According to PP No. 554, the minimum amount of additional payment for night hours (from 10 pm to 6 pm) is 20%. (BZP * 20%) * number of night hours.

Dvp — additional payment for work on weekends and holidays. According to article 153 of the Labor Code of the Russian Federation, work is paid double. In 2022 - 104 days off and 14 holidays. With round-the-clock protection, only holidays are taken into account. In this case - (BZP * 2) * 24 * 14 days.

Drk — additional payment for work in the regions of the Far North and equivalent areas. Article 316 of the Labor Code of the Russian Federation provides for regional coefficients. You can find the size in your area in this table. For example, if in the Arkhangelsk region the coefficient is 1.2, then the BZP * 1.2.

RO — vacation reserve: (BZP + Dn + Dvp + Drk)/12

SV — insurance premiums. We calculate by the formula:

SV = (BZP + Dn + Dvp + Drk + RO) * Y

Y — insurance premium rate. It is 30.2%.

U — correction factor. We calculate by the formula:

U = Ub + Ud1 + Ud2 + Ud3 + Ud4 + Ud5

Ub equal to 1 at 24-hour operation, equal to 1.5 at 12-hour operation. If the operating mode is different, we calculate by the formula: Ub = 2 - 0,0417 * The number of hours of work of the post.

Ud — additional coefficients:

1. Employee has special equipment = 0,05
2. Employee has a service weapon = 0,2
3. Ensuring order in places where public events are held = 0,3
4. Protection of facilities and (or) property, as well as ensuring intra-facility and access regimes at facilities in relation to which there are mandatory requirements for anti-terrorist protection = 0,1
5. Availability of admission to state secrets of an employee and a regime-secret unit = 0,05

In total, additional coefficients cannot exceed 0.35.

Ki— the number of hours of work of the guard at the post.

KR — indirect costs. Make up 20% of the total amount of all direct costs (Si)

P — profit. Determined according to the Federal Tax Service of Russia according to the type of activity. There is no information on security, so the amount of profit is set at 5%.

Iinfl — consumer price index for other services. The forecast values are published by the Ministry of Economic Development. If the calculation of the NMCK and the beginning of the contract are in one year, then for that year the value of the index is 1.

Stso and SzZh — these are additional services. Included in the calculation only if necessary.

Stso — design, installation and maintenance of technical security equipment. Calculated by the formula:

Stso = Sr * Kr + Sp * Kp + Seo * Keo + Sm * Km + So, where:

• Sr — response services
• Сп — design services
• Сэо — maintenance services
• См — installation work
• Со — the price of the equipment of technical means of protection
• К — scope of related services

SzZh — services to protect the health and life of citizens. Calculated by the formula:

SzZh = Seu * KzZh, where:

• Seu — services to protect the life and health of citizens
• KzZh — scope of these services

The prices of services and works for calculating Stso and SzZh are determined by the method of comparable market prices. Among the received quotations, the average value is calculated. Moreover, the coefficient of variation should not exceed 15%.
